Are HHO cells really saving fuel?

All modern vehicles strive to increase the efficiency of their engines through new lightweight materials and design innovations. The definition of engine efficiency is the maximum power output for the amount of fuel being used. Most modern vehicles fall under the 60% – 67% ratio only!
